depends on the pics you want.
of course you will need a tripod, anything longer than a 1/60 or 1/200 will need a tripod i think, especially if you are using a long lens.
with night shots, set your camera to its lowest ISO setting, that way you can prevent the noisey / grainy pics associated with long exposures.
i suck at taking long exposure pics...

1/60 is about the limit you can go without a tripod.
anything slower will be blurry.
