I would all that ground beef.
Ground beef that is raw and you eat with crackers would be Steak Tartar (it also has egg and seasoning in it).
Paté is ground liver (Normally goose, duck, or Pig).

And I would call it ground beef.
Its not chopped up, its ground up.

Chop meat is usually meat cut perpendicularly to the legnth of the body, hence the names pork chop, lamb chop, loin chop...
