From what I've read, there was rampant fraud and embezzlement from the local governments that managed the levees. Stuff like buying private jets rather than making the necessary improvements to the facilities. It's been speculated that had the levees been improved as they should have been, they wouldn't have broke and the entire city wouldn't have been nearly as destroyed as it was. Granted, yes, the people live in a dangerous area, but there is a certain level of accountability the governments need to take? $3 quadrillion? Hardly, but something does need to be done.

Katrina wasnt a tragedy it was a disaster, a natural disaster. It was avoidable and the blame doesnt all lie on the governments shoulders, especially the national government.
These people, and no offense phat, have to take some blame for themselves ... no insurance, no emergency plan. when you live in a geographically bowl surrounded by water you have to be an absolute idiot to not have some sort of evacuation plan, be it personal or one recommended by the city. and there the city holds up its part on the blame.
