they're your "rank" in Halo 3. Currently, my highest skill is at a 23 (increments of 1). Due to an impending amount of experience points headed my way, I might end up a very embarrassing rank, a staff captain.

Those are the people that play games all day, but just can't get anywhere when it comes to badges. Those are the guys who suck, but go though the motions and never get better. If you play enough Halo 3, you will become a staff captain ... no matter how much H3 played, you won't get past that.
