those are the HP differences, the mechanical differences are:
assume that the design is practically the same except for the things mentioned below.
h22a1 = closed deck block
h22a4 = open deck block (less rigidity and torsional strength)
h22a1 = OBD1
h22a4 = OBD2 (dif sensors, dif emmissions, dif ecu, etc)
im sure the gearing is different as well.
im gonna get in trouble for this but...

the wherabouts of the 1996 h22a1 are rather uncertain, i have never seen an OBD2 h22a1, this could be due to the major recall honda had on all of their automobiles for the 1996 model year, they were also fined 1 million dollars by our federal government for failure to comply with the OBD2 parameters.
