Not a web site, but I've had a lot of fun with photoshop on the iPhone. It is an easy way to do quick touch ups of picture syou took on your phone. And yes it is free.

Yeah, that's possible even my android has photoshop app. I enjoy it a lot.

 

Honestly, for the first time I heard that Android has a photoshop app. Wanna try it ASAP!
