I have 3 18 inch Racing Hart wheels in "ok" condition. The tires are Fuzion ZRi which is probably the best part of the deal. (very nice tires) The rims are aluminum alloy and are polished aluminum all over. They are universal four lug. I have priced a matching fourth rim for about $120. $220 is not a bad price for a set of four aggressive looking racing wheels.
