Actually i currently have a

Comptech CAI and Comptech Headers.

And Kind of a beginner to all this....
What is OBDI? and can you tell me what is in a 'tune'?

All cars after 1996 went to a system called 'On Board Diagnostics 2", meaning OBDII. To tune an OBDII vehicle, you need an EMS. They can get expensive, and they are very sub-par when compared to other companies like Hondata, eCtune, and Neptune etc.

A tune is when you have your ECU chipped, and have a tuner change and modify the stock maps. they go an add/take out fuel and spark, change timing, and so on. After I was tuned, my car felt like a whole different car, and it got better mileage. I averaged a few weeks ago 34.7mpg on the highway, which is freaking astounding when the GSR was rated for 22mpg city and 25mpg highway.

You know what I'll say lol...

that little amount of compression isn't going to make it that much different in a F/I setup. If it was like 11.5:1+ it would be a different story. It's all in the tune.

or is there only a basic tune for your car? and about how much would this tune cost?

What do you mean? A tuner chips your ECU, puts the chip in his emulator, and fine tunes all that maps and tables. Do you mean a street and dyno tune? A street tune is done to make sure the car runs good on anything lower than full throttle, make sure it idles smoothly, basically makes sure it performs just as stock or even better. On the dyno, he make adjustments to fuel and timing for wide open throttle performance. I had both done.

Where in California are you located? The price of a tune is going to depend on the program used, and more-so on the tuner's discretion

I live around the Bay Area in California. Near Pleasant Hill / Walnut Creek / Concord. So there isn't an average overall pay? its mostly dependent upon the tuner and what they use?

It really depends on the tuner and what program is used.

It's going to be hard to pass Cali emissions if the car is tuned, though.

I was thinking of possibly staying NA...
and going with cams and FD to start off.. how much wtq / whp could i roughly get with a budget?
can you give me like a chart like...

There is no set dollar or power amount.. It's hard to say.. What fuel, how good the tune is, what parts you have, your designated powerband location...

I can also tell you you're not going to pass emissions with any mild to wild cam.
