Only certain Integras have the FITV. I think 94-95, and after that they incorporated its job into the IACV.

oh damn. this was all from getting a 94 to run. never really had to fix anything on the motor of my 98... I just assumed that didn't change, not much else did.

Check your connections for the Coolant Temp Sensor and the VTEC Soleniod. My friend got those mixed up on his GSR Civic swap when he changed the head gasket later. Caused a few of the problems it soulds like you have.
