Are non-amber bumper lights illegal?

Default Are non-amber bumper lights illegal?
ie on an integra. like the bulb is still amber, but the frame is like clear or black. is that illegal even though the bulb is still amber?

As long as it lights up amber, you'll be fine. The lense and housing color doesn't matter.
