Your '99 LS, like mine and any other 94-01 RS, LS or GS coupe... is a DC4.
A properly built LS-VTEC is not a cheap proposition.
Working from rough figures and assuming you're paying for all aspects of the motor build and installation, budget $2K parts & labor.

yeah its adding up to the cost of doing a gsr swap and most places do it for $2500 and up at least here anyways if you need some more info on it here is a link

What do you want? reliable? fast? Well if you have both done by reputable pros the turbo will cost you more I think. I have a turboed g2 teg and it smokes ls/vtecs in first gear even with it running very poorly. The ls/vtec should be done with gsr head to get just a little edge out on the competition running B16 heads, or shave the b16 head to get the compression. Hope this help some

In terms of HP for you're dollar, you will achieve higher gains if you just Boost you're LS. Peice a kit together yourself, & when you want even more power add a VTEC head to the mix.
LS Vtec without any other major mods will only gain you around 30 hp.
