Driving (if the tire dimensions are the same, i'm guessing 245/40) then you would get the same amount of gas milage, but as for racing, I don't know the exact amount of 1/4 mile time that it would hurt you but it would definatly affect it...you're not going to have as fast of a time because the car is turning more rim than tire, (rims that are occupying the space is heavier than if tire was occupying the space)
Just look at any drag car, they have 14 or 15" rimes and big ass tires occuyping the rest of the tire well because it's easier for the car to turn air inside of a tire than some alloy rim.

1) There is no way in hell that a 245 tire width will fit on either end of any model Integra.
2) Offset has nothing to do with gas mileage or straight-line acceleration (1/4 mile times). It is a measurement - independent of wheel diameter - that assures a specific wheel width will fit within the wheelwell of a specific automobile. Nothing more.
3) Offset has nothing to do with the diameter of the wheel or the sidewall height.

Offset: The offset of a wheel is the distance from its hub mounting surface to the centerline of the wheel. The offset can be one of three types.
Zero Offset: The hub mounting surface is even with the centerline of the wheel.
Positive Offset: The hub mounting surface is toward the front or wheel side of the wheel. Positive offset wheels are generally found on front wheel drive cars and newer rear drive cars.
Negative Offset: The hub mounting surface is toward the back or brake side of the wheels centerline. "Deep dish" wheels are typically a negative offset.
[Why Offset Matters:]
If the offset of the wheel is not correct for the car, the handling can be adversely affected. When the width of the wheel changes, the offset also changes numerically. If the offset were to stay the same while you added width, the additional width would be split evenly between the inside and outside. For most cars, this won't work correctly. The correct offset for 7" wide wheel on a 94-01 Integra DC2 is +42.
A +18 offset wheel will not fit. The inside edge of the rim will plow into the upper wishbone. At the least, you would need longer wheel studs and a hub spacer to correct the mounting depth of the rim.

yeah otherdave couldnt have said it more perfect, offset is just for wheel fitment and the smaller rim size like 14" or 15' is for weight mostly so even if you were running like 17" rims with low pro you would get a fairly decent track time
