If I don't want to worry about the hazards of a cold air intake in a rainy environment, will a short ram air system still give my car a bit of noise without the risk of water damage?

i say go full and get the water bypass valve aem makes a nice setup and they can add a water bypass valve for a lil extra

the water bypass valve is a good way to help against hydrolock even tho its not 100% full proof (happened twice on my teg, 1st time was my fault tho lol)

I'm just teasing man, I bet it performs the same as my Comptech header. Which is overpriced!
