Default emissions failure question

Just brought the integra to get a sticker and it failed for rust and emissions.
On the emission the numbers that failed are the

CO grams per mile Reading 70.59 Limit 30.00
Could this be wires, cap and rotor, I already did the plugs, mpg has been crappy since it doesnt really warm up while driving(thermostat?) or an 02 sensor

ANy advice on how to bondo a hole under the rear taillight?

Thanks

depending on what year integra you have, you can order a cat straight through carsound or magnaflow for relatively cheap. My stock replacement high-flow carsound was $88 shipped with flanges already welded on. This is for an OBDI LS.
