The fuel relay turns on the fuel pump and, on some cars, sends power to the distributor (it does on my 96 Integra). Think of a relay as being a switch. When power is provided through the relay, the switch is turned on, and power flows to its intended targets.
As for your problem, I'd say to check your fuse boxes for a blown instrument panel fuse and listen to see if your fuel pump makes a noise when the key is first turned to the ignition position (but the car is not cranking).
