Better? How the hell is it better? LOL.... An H22 is very, very easy to push to 240 Dynojet HP and still be fully driveable as a street car.
People don't know as much about the H22 because it simply wasn't in very many cars, and the Prelude VTEC was about as unpopular in JDM as the Civic EP3 is in USDM. But the H22 is an awesome motor in its own right, fully equal to the B18C's breathing and surpassing its power potential for a given dollar amount spent on the motor.
I also do not understand why a K motor swap would cost $8,000. Much of the bottom line is going to depend on whether you've started with a cheapo K24A2, a K20A, a K20A2 USDM or a K20Z1.
As our B18C's just simply wear out and the parts get more expensive, these other motors are just going to creep into the DC2 chassis because of how much we know about the chassis and because the DC5 and EP3 are so much maligned for high performance use.
But if the original poster hasn't actually put a rod through his block, I would probably stick w/trying to work on the B18C5 because, once again, we just know so much bout them after all this time. It's easy to set a goal and take a path that others have been down so many times.
