Default Engine oil level, turning noise

After a recent oil/filter change on my '98 LS, I dont seem to find the car as "peppy" as before... I checked the oil level and it is above the maximum mark level on the dipstick (even when the car was cold). The manual says "do not overfill, oil level above the max level could damage the enging" ... Could this be the reason why the car now seems to be somewhat sluggish?

Also, I hear a odd noise when I make a sharp left turn, what can I check? and the steering wheel feels heavier... I have set the cold tire pressures to 33.

The wheel turning and the overfill of oil are likely seperate issues. Perhaps power steering problem, check fluid level, or a CV boot issue. Maybe drain some oil out of engine if it is running poorly.
