Also how exactly have people bent their AC line to make clearance??? do they jus bend it in a way such that the cap is the only thing that moves or do they bend both lines out of the way???

yo, I have the solution to your problem, just use aftermarket Ballasts, like the Philips one, should only cost you like 300 bucks.
I run the same thing on my 96 GSR w/ 98 spec type R headlights, works perfect.
you can buy the 9006 male connectors at www.suvlights.com crimp the other side of the Philips ballast connectors, change the headlight fuses to 20amps then plug and play.

I had the same problem and what I did with mine is remove the brackets off the HID ballasts. The left side should fit within the a/c lines without bending them, but the headlights would stick out a tiny bit (barely noticeable). For the right side, you have to position the ballast some where else and extend the the wires to make it work.

I have made mine fit, I moved my ABS accumultor back and drilled new holes to bolt it down
