Cut them with a hacksaw. Replacement spring bolts are about 10-15 bucks from the dealer. It's not worth the trouble, and they're generally worthless for reinstallation due to the torsional forces bending the bolts.
When you install new ones, I suggest using Nickel-EZ to inhibit the corrosion that sets in and causes them to be a pain to disassemble.

**** WD40, use some PB Blaster. That stuff will break anything loose if you let it penetrate long enough. Spray them with that and then drive the car to heat up the exhaust. Jack the car back up and spray on some more. Use your legs and a long breaker bar to break them free. Heck even if I didn't break the nuts loose I could break the bolts in half if I used my legs. I have strong legs, though.

I have absolutely no faith in most exhaust bolts, I got lucky with my current car (florida car = no rusty exhaust)
I'm strong enough to where if my arm and a breaker bar doesn't move it, the nut/bolt will round. I've been through this many a time, and it allways came down to a hacksaw or a saws-all. It takes time, but it works.
