Default paint questions

Hi
first time poster, long time on/off lurker. this is a general paint question, but i've seen enough very very shiny teg pics on here to know you guys know about paint.
i've got a 95 totally stock se, and in a couple of places the clearcoat has started to oxidize and fall away. its only revealing the green paint below, but where its oxidizing, its all cloudy and ugly.
what's the best remedy here? is it going to need to be buffed out entirely, then re-clear coated in those spots? non-body shop type diy fixes are best (no $$).
also, what does everyone generally wash/polish/wax with? any tips on keeping it shiny and new looking are much appreciated!
