Default 94 Civic Crank Pulley

Recently, the crank pulley worked itself loose on my 94 Civic DX HB. I'm assuming the shop that changed the timing belt last year didn't torque the bolt properly when putting it back on. Thankfully, the crankshaft seems OK. I need a new bolt, key, and pulley, though.

Here're my questions:

1. Should the crank "key" be in the 12 o'clock position (and thus the crank pulley at TDC) when the camshaft pulley is TDC? If so, those idiots put the damn belt in wrong, 'cause it ain't that way now!

2. Do I have to remove the AC tension pulley to remove the lower timing belt cover? It seems to be the only thing preventing removal of the cover. If so, do I have to remove the steering pump to get to it?

3. Does anyone know what happens to all the OEM crank pulleys that people remove in order to install the undersize ones? I'd prefer to buy a decent used one, rather than pay big bucks for a new one at the dealer. Speaking of big bucks, any recommendations for discount online parts vendors?

Thanks in advance for any suggestions.

i have one off of a 1993 d16z6, the pulley was replaced last year, and was only driven on for about 6 months at most...so its pretty damn new.
I also have one off of a 1994 d15b7, its well used, but in useable condition.
i can part with either for very cheap if you need them and will throw in the bolt and key etc as well
