Is that a 12 gallon tank? That equals about 25mpg, nope, not too good.
When was your last tuneup? What is the condition of your plugs? When was your PCV valve changed last? What's your tire pressure? What is your driving style?
Lots of variables...

just gave her a full tune up a couple days ago.i dunno what a pcv valve is?tire pressure is 32 in front and 34 in back.i only got on the gas hard like 7 times on that tank.ya i think its a 12 gallon tank.

Hmm, new tuneup huh?
PCV=Positive Crankcase Ventilation. It's a wear item, but most people change them rarely as they don't really clog up too much unless you have excessive oil blowby. Hmm, I should know where this is on a 91 as I have a 91 Civic, but I can't recall at the moment...prolly behind the block under the intake manifold. I think you can only SEE it with the oil filter off...nice and easy to get to...heh.
Tire pressure sounds fine.
What else to check? Maybe run some RedLine Si-1 through the tank...
Timing is ok? Idle speed?
Uh, when you changed the plugs...what condition were they in? Clean? Oil fouled? Gas fouled?
Any brakes dragging?

310 / 6.67 = 46 and change...
That sounds pretty good to me. But you need to average it over time.
I'd suggest doing this, in a notebook, write down each mileage and number of gallons you put in...I think you'll be pleasantly suprised how it averages out.
I do this with all of my cars, it's a great way to keep an eye on the general running condition of the engine.
Now, the plugs had oil all over them? All over the inside or the outside?
