Bad gas mileage?

i had an 89 auto crx dx with a fresh engine, it only got like 28 city, and even worse on the high way, the gearing of it was pretty much just for incity driving. i got rid of it a got a 5 speed hf and cant be more happy with the 40+ mpg it gets. except now that it is only like 2 degrees outside(ohio not joking its real cold) i m only getting like upper 30's

but i average about 340 miles out of a tank .and thats with a lot of lead footing. of course, i live in florida and that = no hills.
