No, an OBD ECU reads only engine and VCC sensors. It relies on water temp and vehicle speed to determine whether or not to turn on VTEC. Doesn't care about braking, doesn't care what gearset is in your tranny...

Why? It'd be simpler to just drop in 88-91 Si or 90-91 fuel injectors. and a 90-91 distributor........and then use the 90-91 ECU. Plug and play is much simpler for first time swappers than going through the wiring hassle of converting to ODB-1.
