Default Fender Wells

I have a question. I'm going to lower my 91 Hatch, and I have 17's. I would like to lower it about 1 1.5 inches, but I've read you have to roll your fender lips, which is fine. But what about the inner lining? The inner lining is attached to the lip I would be rolling, so what do you do about it? Do you re-attach it somewhere else? Or do you just roll it like that? If so, wouldn't it pull the inner lining, and maybe even rip it off it's place? Please help!

I don't have the inner lining on my fenders; they never came with the car. I don't think you'll run into the inner lining(splashguards I think are their technical name) when u roll your fenders, but if u do, just reposition them, or u can modifiy them with spare splashguards from another crx or civic.

They are 17X7, which I've read you can put on a Civic no problem. See, the thing is that the splash guard is attached to the fender by snaps. The place where the snaps are can be bent, but I don't want the splash guard to move so it would be rubbing on the wheel, since it's going to be extended. Any other help?
