There are a number of possibilities. First-HONDA. Go to a dealer and they can supply you with one and a new crush washer. I will warn you that many models of Honda cars now use a very small filter in place of the one you now have. You can also use one from K&N as we do on the race car. This filter is very high quality but does not come with the washer-go to a dealer and buy a few for spares. There are other filters out there whose quality has been looked at in other threads. K&N is available from Summit and Advance for ~#$10.
Why do I harp on the washer-many people fail to change it and have to either overtighten the drain bolt or strip it. This is NOT a reusable part and costs a whopping 50 cents.

Either one, just get it for the 99 Civic Si. I am also pretty sure it takes the same one as your D-series. I think there are only 2 different sizes for all the models.
