The "redline," AKA rev limiter, is built into the main EPROM chip.
You need to write and burn your own chip to lower the A/F ratio, or use a piggyback fuel management unit (S-AFC, V-AFC, S-AFR, etc)
The rev limiter and A/F ratio are not related in any way.
