Default Wiring Problem 95 D-series VTEC into 91 DX Hatch

OK, heres the story. I installed a 1995 JDM VTEC engine into my 91 DX hatchback by rewiring the car with a 1991 CRX HX engine/dash wiring harness and an OBD 0 to OBD 1 ECU adapter. Everything works great and when I turn the car over I only get 1 code for the heated 02 sensor. My problem is this, when I turn the key to the accessory position I get (1) nice fat spark to ground but as soon as I turn the car over I get no spark at all. I rewired the engine harness to specs, removed the resistor box, spliced in the OBD 1 distributor plugs etc etc and I have power to the heavy black/yellow distributor power wire. I have checked my wiring 3 times now for continuity and correct wiring so I know its not that. I also replaced the PCM and coil with brand new ones to no avail. Any thoughts??

Which 95 JDM VTEC engine? D15B VTEC, SOHC ZC w VTEC? (this does matter, cuz some have different plugs on the harness than the others...

Engine is a 1995 D15B engine and P28 ECU.
