An h22 is a 2.2L dohc vtec engine while a b16b is a 1.6L dohc vtec engine. An h22 takes some work and a lot of money to get it to fit correctly in a crx or civic. A b16b I believe is a obd-2 engine, and would require some major wiring to get it to work correctly. A b16a would be easier and a lot cheaper to put into a crx/civic. And if your looking for more torque, then perhaps a 1.8L b series motor would be better. Hope that helped.
