Front License Plate Bracket?

ok there are 2 points the top is drilled into the bumper.the second part is a little metal bracket that is screwed into the mouth of the front bumper.i think its one 10 mm bolt and thats the only thing holdint it on.when i got into a car accident with my 94 civic it tore off my license plate but my bumper was ok so i just took a small ratchet and unbolted it.trust me this is extremly simple.

i don't know about you but the bolt on mine is welded to the mouth of the bumper. So taking it off with a ratchet is useless. There is a philips screw in it and i cant take it off that way. Its pretty stripped and i tried dremmeling it with new notches but nothing doing. Any other suggestions?

really they are welded on now? hmm maybe its because its illegal to remove it and honda changed the way they mounted them,get a dye grinder and file it off .if you need this bracket for some kind of a test screw it.buy 2 pennies worth of zip ties bolt the top 2 to the bumper and zip tie the bottom. it would be a waste of money to buy the bracket wich is pointless all you need is a l bracket drill a couple holes and drill into yuour bumper...done and done
