Alright, here goes.

B16A1/2: too weak.
B16B: too expensive and too weak (torque wise.)
B18C1: Best choice, if you can afford it.
B18C5: Too expensive.
B20Vtec: Too expensive, but if you can afford to build it well, it would outrun of any of the other options.

You also have to decide if you want a track car or a drag car. They are completely different in configuration.

A b20 vtec or a b18c5 arent to expensive....

A built for forced induction b18b turbo (~250whp) would easily fit the bill. They are cheap and you can find used turbo kits with some searching. That'll get you much easier into the 12s and with proper tuning (fuel and timing) and a good cooling system (water cooled turbo, oil cooler, and even a trans cooler) make it a not so bad road racing engine either (turbos make an engine run much hotter)

B18C5 swaps float around $4-5k, and add to that all the hardware and electricals you need to make it work in a CRX body, you're looking at least $5k. That's a lot of money. Same with the B20VTEC hybrid, if you want a good solid motor you need the block, head, rods, a crank girdle, new valve springs, and the oil lines. On top of that, you still need a transaxle, the mount kit, and the proper electricals.

i hate it when ppl say "money is not a problem"

Like WTF did they just win a lottery or are they taking out a house morage to build this thing or something.

If money is no problem just buy 10 crx's and do everysway you can think of than scrap the ones you dont like.
