prelude in an accord vtec not working

prelude in an accord vtec not working
i did an enging swap with a 93 -96 prelude vtec into my 1991 honda accord ran the wires from the vtec solinoid and pressure switch to the proper places on the ECU. and with the key on i am not getting any voltage through the wires comming from the ecu. plus i put a apex-i vtec controller in and it is saying the vtec is off. if there is anyone out there i would really appericiate any help i can get.

it is a p13 ecu
:thumbup: the ecu is the right one but i do have a check engine light it is for a knock sensor a code 23. i was told that if the knock sensor was bad that the ecu puts the car into limp home mode, and the vtec will not engage. i need to have a second opinion on this theory. and how will i know if the vtec is working.
