Jeesh, I checked on handaaccessories and apparently they're only selling 6th gen and up now... I did a Google search for you also and didn't have much luck.
If it's any consolation I did a 6th gen OEM install and it was pretty straightforward. Perhaps the 4th gen install is similar check these docs:

...and compare the parts listed with your kit.

I think where it goes on the bumper should just pop out, I know on my 93 i had to cut it though. anyway here is your wiring harness.
#1 is down by the fuse box by the drivers feet. the relays can just be tucked up and away, and then there are 2 connectors and 1 ground wire. just ground it anywhere, and the 2 connectors go into #3 and #5 blank spots in your fuse box (i think those are the numbers, I did this a while ago) then it continues behind the dash to #2 which is the switch. goes out through the firewall on the passenger side at #3 (rubber grommet) then #4 you have to lift up the under hood fuse box and pull out one of the connectors, and replace it with the new connector from the fog lights. plug the old connector into the foglight harness also (there are 2 harnesses there, but you cant really see it in the picture) then the last part of the wire just goes down to the bumper and goes to the fog lights. you also have to ground it in 1 other place down by the bumper

hmm... I just assumed you needed help with wiring cause for me mounting the actual fogs to the bumper was really obvious, but I couldnt figure out that one harness that went to the under hood fuse box for a while. anyway did they come with any brackets? because there are metal brackets that go onto the fog lights, which then attach to the bumper. And there should be holes for screws on the bumper where the bracket would line up.

u have to cutt out the black part of the bumper below tha turn signal- the jmd fogs should come with tha installation brackets. the holes are already drillled to u just screw in with some screws and your done!
