Need Advice on Wheel (change it or fix it)

Update
so, here is the update !!!
I got a decent wheel and paid only $65 from a local wheel shop. They had all 4 wheels on sale. So, I guess i am lucky. I was gona fix the wheel........then thought at least ask you guys what to do. Thanks for all your input.
