Live with it...

Unless you have an SRT-4 or have boosted a base neon, you're not even close to 220 at the wheels.

Anyway, this has nothing to do with Hondas.

dyno numbers dont lie, i dont know why neons came in that wasnt my question

Ok, here's answers.

PCM/ECU=Worthless
Chip=Worthless
I/H/E will net you some gain, don't expect to get 220whp, but you'll get something.

Take it to the dyno and see where your power begins the die, that's your shift point.

As for the 220whp, post a picture of your engine bay, mod list, and a dyno sheet and then I'll believe youh:
