Well, it says it's JDM, so it must automatically be awesome!
Yeah, that one's probably fine. Intakes are all more or less the same anyway. A different filter will make a difference, but the pipes are pretty much all the same. If the filter it comes with seems liek it's low quality, maybe you'd want to shell out the extra 30 bucks or whatever it is to get a name brand one like K&N, Apex'i, whatever.
You're not really going to get 7-13hp, though.

i wouldnt even bother with an intake on a 4cyl.
You floor the car, you hear the noise from the intake yet the car isnt really going anywhere. I had one and took it off. I prefer the quiet drive now.
ohh, those ebay intakes suck. The piping sucks and the rubber clamp things will wear and break sooner than later.
Better off paying the extra bucks for at least an AEM one.

With a short ram the filter is located under the hood and sucks the air from under the hood which would be hotter but cold air intake the filter is located under the car which sucks in cold air that is denser and combusts better but you also run the risk of hydrolock when there are puddles or when it rains and the cold air intake sucks up the water and hydrolocks your car
