Just to help people out, I checked for Washington state, and here's what it says:
Non-reflective tint is allowed on the top 6 inches of the windshield.
Front Side Windows - Must allow more than 35% of light in.
Back Side Windows - Must allow more than 35% of light in.
Rear Window - Must allow more than 35% of light in.
Front Side Windows - Must not be more than 35% reflective.
Back Side Windows - Must not be more than 35% reflective.
Restricted Colors - The tint color(s) of RED are not legal by state law.
Side Mirrors Dual side mirrors are required if back window is tinted.
Certificate Requirements - Manufacturers of film need to certify the film they sell in the state. Ask your dealer if they are using ceritified film.
Sticker Requirements - The sticker to identify legal tinting is required between the film & glass on the driver’s side window.
Medical Exemption - State allows medical exemptions for special tint. For more details about the specific terms of the exemption, consult your state law.

damn... those are some strict laws.
Down here, I think the limit is around 28 percent on the front windows, 6 inch strip on the windshield... the back windows can be whatever, and the rear can be whatever as long as you have side mirrors, and they don't require any type of stickers...
... Therefor I have limo tint all around and 50% on the windshield ;-)

You really should look around some more. 220 sounds too expensive. I paid 140 to have my old tints removed and tint all the windows (6 windows)
And about getting bubbles or dust... I had some in mine... but since they have lifetime warranty, I just went back and they redid them.

here is 70% n front and no tint allow n windshield. I was ticket twice at check points n the same month and finally decided to redo them all since they were old and i paid $150 to remove old ones and install new one. current i have 70% n front and 20% n the back and limo tint n the rear. when i was ticket the cop computer thinging said my front tints were at 13% and this was on a sunny summer day. never had bubbles or dust and this is the only place where i hear ppl having bubble and dust n their tints.

$220 isnt too bad. theres places here that do them for $300. i got mine done for $200. id say your w/in a decent price range. and the fact that yours are starting to bubble might be why it was pretty low to begin w/.
