by the way, if you put side skirts on do the stock sides come off?

 

a non-agressive lip should look fine without a full kit

that lip looks ok, but im not sure about fitment. What year accord do you have?

some side skirts replace stock ones while others are installed right over old ones.

 

its a 98 four door...what fitment issues would i have?

the 98-00 and 01-02 bumpers are different.
im not sure of the exact dimensions , but the lip you posted should fit.
