eratic idle on 94 F22B1

eratic idle on 94 F22B1
idle is eratic but when you clutch/brake (manual tranny) the idle stabilizies.what i mean by eratic is rpms rising to about 1800 then it seems like the ecu cuts the engine back and it continues on and off. any help would be slick.
