Does your mirror's motor run? If so, it's not the switch or the wiring
Not trying to slam on your post but the switch could go bad in one position and then the motor will still work in the other positions. i've seen it many times.
Also the switch could be fine and the backing of the mirror where the motor arms attach could be broken causing it to move in one direction and not the other. I say test your switch first it's easy. What I do is pull off the little triangle cover in the upper corner of the door panel and pin out the terminals at the backside of the connector. If you have a wiring diagram you can see exaclty if you have a switch problem. Then if it's okay you know it's one of those arms that's broken.

Yes both mirrors and I can move them manually, but when I move them its pretty stiff to move them. Just wondering also could there be a blown fuse that could cause this?

Does it sound like honda would cover this issue under their extended warranty since u have seen this before? Honda dealer in el cerrito, ca said they would have to diagnose it and they would have to call the warranty people and ask them if its covered but obviously it sounds like it's a defect. She also said if it wouldn't be covered they would have to charge me like $107 because they would take a look at it.

What kind of extended warranty do you have? Is it a Honda warranty? Do you have a deductible? If it was a Honda extended I would have to think you would be okay. I would ask about the deductible though, it's usually like 50 dollars or something unless you worked out a no deductible in finance. I would also ask how much time you are getting for the 107. If it's an hour I'd bitch. It shouldn't take an able Honda tech more than a half hour to diagnose this problem. I used to work at EL Cerrito Honda and I think there labor rate was closer to 120-130 per hour so maybe it's a quote for like 8 tenths or 45 mins. Which isn't too bad. Too bad you didn't live closer I'd look at it for nothing. It's no a hard thing to look at.
