Default my breaks suck, where should i go?

for the longest time now, my E-break has been the biggest pos of all time. And i'm tired of fixing little crap with it, so, i was wondering what u guys think i should do. i was thinking i could just take the car to a shop have them fix it, give them my arm and be done with it. where is a good cheap place to get this taken care of?

Motion the ebrake up to stop and back down a few times and it should be fine.

If not then you have a stretched cable which may be able to be adjusted manually.

it's not that, the thing is, the spring that controls the ebrake is stretched and didnt' really do anything, the rotors need to be resurfaced, the cam and the bolt that goes on the cam both were rusted enough to break off, so now my right rear ebrake doesn't work. if i take it to the shop, i will just have them resurface the two rear rotors, as well as change the breaks, fix the and fix the ebrake. i just don't want to bother doing it myself, cause everytime i try to do something, then something else gets ruined. get what i'm saying?
