Default Ticking sound coming from wheels?

I sold the wheels off of my 96 Accord (EX) to another guy with the same car (LX). Today he called me saying their is a "ticking" sound coming from the front drivers side tire when he turns. Any ideas? 17in rims w/ 215/45/17 tires his car is not lowered mine was.

Also I bought a new car and am selling parts from my Accord. Anyone need a Philips 6000k HID kit? has a 9006 base that can be removed.
