Default Timing belt mileage

I bought my car about 3 months ago and don't know if I need to change the timing belt/water pump. The timing belt cover has mileage written on it and I was wondering if it's normal for a shop to write either: the mileage the car was at when these were changed or... the mileage the car will be at when it is time.

Another question... What causes the water pump to go bad all of the time? Is it due to the corrosion from water being inside or is it something else? I'm about to put some waterless anti-freeze in my car (Evan's NPG+) and am wondering if this will extend the life of a water pump. Thanks.
