I'm thinking that it could be some kind of a universal fender flare. Those are actually pretty decent. Hardly even noticed them. Try going to these places to see if they have them;

Thats just some cheap add-on flare that has been painted... maybe if molded onto the fenders they would look better.

That's what I did to get my car up on a flatbed. I didn't want to risk damaging the front, so I took it off. No biggie...
