I almost run empty most of the time.

Would a fuel pump from a 99 Civic CX work in my car? My friends car is still under warranty so we are thinking of switching them?

How hard is it to swap it? I know there is an access hole under the back seat.

ouch, don't run your starter that long, it'll get ground down to nothing

if it doesn't start after about 5 seconds, stop, wait, try again. a CX fuel pump will starve your engine, and they will know that they are different, and will void his warrenty for trying to cheat them

Checked the part numbers on both fuel pumps and they are the same. If I don't crank the engine long enough, it will never start. I tried cranking it for 5-10 seconds 15 times and still did not start. I have to crank it for 15 seconds + to get it going.

Where is the fuel pump relay located in this 98 Civic?

If you do that, maybe you got a bad fuel filter or pump or both.
