Can an o2 sensor be bad and still pass emissions?

Oh no, the thing is that my pop's truck passed emissions but it's gets pretty bad gas mileage. I was just trying to diagnosis it.
I have things to change first but just thinking ahead. It does have 100k on the o2 sensor though.
