yes it is necessary. when i got mine, i didn't realize that you had to and i thought "how the heck am I going to get these in here?" then I realized that the bumper has to come off. simple to take it off though.

Helms manual is like...20 times better than a Haynes 
The bumper is self explainitory. When I did mine, I just unscrewed what I saw and pulled it off. A few on top, a few underneath, and a few in the fenderwells. Simple!

im just wondering the need for directions to take off a bumper, you look for screws, you take them out.
but anyway, if taken my headlights out before, no need to take the bumper off, i did you can do it.
