Default 96 Civic at 4k while going 40mph??

somebody plese help me out with this problem if they can, i have just gotten an 96 civic that haves a 99 engine inside of it, it seems the people who had it before i did rigged the sh*t out of it, they had a manual throttle body in it and im not sure if the computer was manual as well but now there is a automatic throttle body and computer in it, the car is auto, but it does not shift gears, im burning hella gas and really hate driveing it right now. dont know if it its the tranny or not , i dont know if there is something else i could try and see if it works like if its the celluniodes or what. Ever since we took out the manual throttle body i have to push something in the shift lock release just to take the car out of park. we hooked the car up to a scanner when it had the manual computer on it and it was saying that while the car was in park it was reading 4th gear? WTF, please somebody help me with this.:ugh:

It could be in the wrong gear when at speed, or maybe the torque converter just isn't locking-up like it's supposed to. Not really sure.
It's entirely possible for all I know, that you might be able to fix things and get it working correctly, as the car is now. However, if I was in your situation I would seriously consider just swapping it to a manual trans.
