Default left rear wheel moving

hi, i have a 98 civic ex coupe, when i was driving at like 80km/h, my friend from behind said that my left rear wheel is moving and looks like its about to fall off or something. but when i jack up the car, and check for looses and movement of the wheel, there is nothing moving. what could that be?

Do you have hubcaps? Cause if they aren't push down on the rim all the way, I guess it could look like that?

Did you use a torque wrench on your lug nuts? When was the last time you had your wheels/tires balanced?

If it's visible but you can't feel it, most likely it's an out of place hubcap. Or your tires are really dirty...
