brakes won't stop locking

every time it rains my car's brakes won't stop locking. i think its because my aliegnment is off but it has to be more than that right? my tires probably only have 13,000 on them

When its raining, ease on the brakes dont slam on them...

front / rear?

if you have one lazy caliper in the front, you might be locking the oppisite side because your pushing the pedal harder.
